WNYCESAA BASKETBALL RULES


1. We follow all rules of basketball as described in (NFHS for Boys and Girls)
a.) Three second rule (with or without ball)
b.) Five second out of bounds rule
c.) Over and back and 10 second back court rule
d.) Closely guarded 5 second count
e.) 3-Point Field goals will count. (if the court does not have a 3-point line, no 3-pointers will be awarded)


2. Full court press will be allowed for the full game (SPECIAL NOTE: if a team is winning by fifteen or more points they will not be allowed to press until the margin falls below fifteen points again)


3. Four (4) 1 minute timeouts per game, to be used at any time during the game. These timeouts can be carried over to a first overtime plus one additional timeout. For all other overtime periods one (1) timeout will be allowed.


4. We will use the standard 29.5” for boys.


5. Five (5) fouls per game per player, player is disqualified on their 5th foul.
a. One (1) and one (1) is now eliminated, two foul shots will be awarded on the 5th team foul of each quarter. Lane assignments will be the same as high school rules: bottom slots are empty, second slots: defensive team, third slots: offensive team and fourth slots: defensive team.


6. The division champion will be determined by regular season final records. The first positional tiebreaker is head to head record. Second is point differential in head to head games. Third will be a coin toss.


7. Time between periods:
First and second………………….one minute
Halftime…………………………...five minutes
Third and fourth…………………..one minute
All overtime periods……………….one minute


8. Time for quarters: Games will consist of four (4) six minute quarters. Overtime periods will be three (3) minutes.


9. All overtime periods will begin with a jump ball. In the regular season if a game remains tied after one 3 minute overtime period, the next overtime period will be 2 minutes in length, if teams are still tied 1 minute periods will be played until a winner is decided.


10. No stopped clock in last minute of game on made basket.


11. League Fees:
Your principal receives an invoice from the WNYCESAA. All referee costs are included in the Diocesan bill. Southern Tier schools will supply officials for their home games, all other schools will have their game officials assigned. Unpaid fees will result in forfeiture until paid and non-participation in Diocesan playoffs.


12. All coaches must report your game score to your league coordinator. Updated standings are necessary and will keep you all informed if all of the coaches follow this procedure.


13. All schools must submit their team rosters to daniel@wnycesaa.org PRIOR to your first contest. Failure to do so will cause your team to forfeit each contest until team roster is submitted.


14. Each team must designate their Head Coach in the event that they have more than one coach on the bench. Only the team’s Head Coach may address the game officials and only one Coach may stand during game play.


UNSPORTSMANLIKE CONDUCT
The officials will enforce all rules regarding unsportsmanlike conduct by coaches, players and ESPECIALLY SPECTATORS. There will be NO TOLERANCE for negative statements or actions from anyone within the facility. This includes trash-talk, taunting, or baiting by anyone. If such comments are heard or actions seen, a penalty will be assessed immediately (including removal from the facility).
This will be considered your warning. There will be no warning during the contest. Coaches are required to be in control of themselves, their team, AND THEIR SPECTATORS at all times. Please inform your spectators that unsportsmanlike or negative statements may result in a penalty against the team, removal of the individual(s) from the facility, or both.
